Universities, Colleges May Continue Classes Under General Community Quarantine Areas
The government under the administration of President Rodrigo Duterte has allowed the limited operations of colleges and universities in areas not covered by enhanced community quarantine (ECQ) starting May 4.
For areas placed under general community quarantine (GCQ), higher education institutions may continue classes to finish the academic year and issue credentials to students in accordance with guidelines as may be issued by the Commission on Higher Education (CHED).
According to Presidential Spokesman Harry Roque that the higher education institutions (HEIs) have been authorized to operate with a skeletal force “only for purposes of finishing the Academic Year 2019-2020, issuing credentials to students, and preparing for flexible learning arrangements for the next academic year.”
The decision was handed down by the Inter-Agency Task Force for the Management for Emerging Infectious Diseases (IATF) during a meeting last Monday.
President Duterte extended the ECQ until May 15 in Metro Manila, Central Luzon, Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon), and other “high-risk” areas.
Moderate-risk areas will be under GCQ until May 15, subject to further evaluation.
Meanwhile, the proposed school opening in September still hinges on the decision of the Department of Education (DepEd).
“The September recommendation remains subject to final approval of the Department of Education,” Secretary Roque said during a virtual press conference Tuesday.
Earlier, Secretary Roque announced that the IATF recommended the opening of classes to September subject to compliance with the law and DepEd’s recommendation.
In addition, Education Secretary Leonor Briones earlier said the opening of classes for the next school year may be moved to August following consultations amid the quarantine restrictions due to the coronavirus pandemic.
