PNP Chief Dela Rosa Says Higher Official Ordered Reinstatement Of CIDG-8 Chief
Philippine National Police (PNP) Chief Ronald “Bato” Dela
Rosa said Tuesday that he was ordered by a “higher official” to reinstate
Superintendent Marvin Marcos of Criminal Investigation and Detection Group
(CIDG) Region 8, despite having ordered his relief.
According to Dela Rosa, he ordered the relief of Marcos even
before the death of Albuera, Leyte Mayor Rolando Espinosa, but refused to
divulge the reason why.
“May tumawag sa akin [noon, ordering me to reinstate
Marcos], hindi ko sasabihin pero may tumawag sa akin. Hindi ako nagsi-sinungaling
pero ayaw kong sabihin sa‘yo kung sinong tumawag, akin na lang ‘yun... Basta
meron nga, kung sinabi kong mas mataas sa akin, sino pa bang mas mataas sa kin
eh di ‘yung mga nasa taas,” Dela Rosa said.
Marcos was later on relieved again and placed under
restrictive custody, this time due to his involvement in the operation that led
to the killing of Espinosa inside his detention cell at the Leyte
sub-provincial jail.
Kerwin Espinosa, the mayor’s son and suspected Eastern
Visayas drug lord, claimed at a Senate probe that Marcos had received P3
million from him for the protection of his illegal drugs operations.
The younger Espinosa said Marcos told him that the money was intended for his wife’s vice mayoralty campaign.
Marcos for his part denied the allegations, saying that he
is no longer with his wife since 2014.
Dela Rosa said he does not regret following the higher
official’s order to reinstate Marcos.
“Magre-regret ako kung alam ko na prior to that incident,
[kung] may knowledge ako na mamamatay siya (Espinosa Sr.)... Pero ‘yung
pag-reinstate kay Marcos, I don’t regret it pero had I known it earlier na
mamamatay si Espinosa sa operation na iyon, magsisisi ako pero to be honest
with you. Hindi ko talaga alam ‘yun,” he added.
